We began with a pigeon the city could depreciate but would not admit to owning. We end with an absence somebody could buy. The body, the account, the scene, the time and the contract. Keep those five things separate and the system's clean story becomes much harder to maintain. COLUMBA makes an observer. Public money makes it ordinary. PALANTIR turns the observation into an answer. The Conservatory buys control over who receives that answer. WREN kept the contradictions the interface left out. The archive does not answer every mystery. It resolves the first discrepancy without inventing the missing evidence. The network's last public report still says seventeen. For the first time, the pigeon is not the only thing being observed. Count again.
