8.1 THE OBJECTION WAS IN THE TRAINING SET
The response manual begins with an instruction that seems unnecessary: do not argue that pigeons are credible.
Argue that the question is incredible.
The Office of Environmental Familiarity understood that the program's strongest defense was already sitting inside ordinary conversation. A person who said a camera had recorded them sounded plausible. A person who said a pigeon had received an assignment invited a joke.
The engineers called this semantic insulation. The communications office called it common sense. Neither phrase appeared in the municipal contract.
The objective was not to make every person believe the same explanation. It was to make serious examination of the underlying records socially more expensive than dismissing the allegation.
That distinction matters. The program could tolerate a popular joke about mechanical pigeons. It had more difficulty tolerating a dull question about why an environmental asset had a chassis identity.
8.2 THE APPROVED ALTERNATIVE EXPLANATIONS
The manual's first response category is biological normality. A movement seems unusual because the observer does not understand birds. A damaged foot is simply a damaged foot. A group on a wire is a group on a wire.
Within COLUMBA's communications system, however, the explanation is selected before the specific record is examined. A question about a contract is translated into a question about an animal. The office then answers the easier question.
A second category is harmless technology. Perhaps the witness has seen a research device, a maintenance tool, or unrelated equipment. A third is administrative imprecision. Perhaps the word chassis means something else in a local form.
Any one of those answers might resolve a genuine misunderstanding. The pattern in WREN's packet is that the answers rotate while the department avoids producing the single document that would resolve the discrepancy.
8.3 THREE KINDS OF OFFICIAL ANSWER
The first answer is categorical: we do not operate a mechanical pigeon program.
The second is definitional: the office does not classify environmental continuity assets as pigeons.
The third is jurisdictional: procurement questions should be addressed to the relevant service contractor.
All three can appear in the same exchange because each speaker is answering a different version of the question. None addresses whether identity R08-17 has a body.
The narrator's mistake would be to treat any denial as proof. That would make the theory impossible to disprove. The archive instead preserves the questions and tests them against the service record. A denial becomes relevant only when the later record contradicts the specific answer.
WREN marked one response, not because it was evasive, but because it certified that all billed units had completed physical service. A-05 contained the empty chassis field. Those two statements could not both describe the same completed service event.
8.4 THE CONSPIRACY THEY PREFERRED
The office's internal review distinguishes allegation popularity from allegation precision.
An elaborate theory about bread containing secret fuel was popular and harmless to the operation. It drew attention toward a mechanism that the depot records did not require. A short question about observed_at and uploaded_at was unpopular and operationally dangerous.
The preferred public theory was therefore more colorful than the program. It required every bird, every feeder, every statue, and every loaf of bread to participate in a flawless global system. Its very scale made a modest procurement question look like part of the same ridiculous package.
The cover story did not always contradict the conspiracy. Sometimes it encouraged a less testable version of it.
The internal memo makes the priority clear: a million laughs were less troublesome than one technician's spreadsheet.

The final warning is practical, not philosophical. Mockery can end a conversation. A false certification can become a second document against which the first is checked.
The office wanted the public to laugh. It also wanted its own staff to stop writing things that could be counted.
8.6 THE DENIALS WERE A SECOND SENSOR
The response process produced its own observations. Which question stopped at a joke? Which reached procurement? Which followed a contractor referral? Which person distinguished a fleet identity from a chassis?
The communications office called the result an inquiry-depth profile. It was separate from the pigeons' physical scene collection but valuable to the same bureaucracy: a map of where scrutiny had reached the operational details.
The program had built two forms of cover. One made the birds ordinary. The other made questions about the birds exhausting.
Both depended on ordinary life continuing around them. People on benches. Food on pavement. Familiar queues. Familiar noise.
Then the streets went quiet, and the pigeons were left performing a convincing version of public life for other pigeons.
